Policy: U.S. Department of Agriculture Rule Impacting Rural Americans

NCLR is committed to working closely with the Department of Agriculture (USDA) to ensure that its services are fully accessible to the LGBT people and families that live and work in rural America.

Because of misconceptions about LGBT people in rural communities, too often, the needs and vulnerabilities of this community are overlooked. NCLR has partnered with USDA in its development of two critically important regulations that will increase access to its programs and services. USDA has long prohibited discrimination based on sexual orientation in its conducted programs, but its proposed regulation adds gender identity as a prohibited basis for discrimination. The second proposed rule prohibits discrimination based on sexual orientation, gender identity, and marital status in all housing programs and services funded or assisted by USDA. Taken together, this rule and the HUD Equal Access rule will prohibit anti-LGBT discrimination in virtually all public housing programs and services.
