Dulce Garcia is a bilingual Queer Chicana Femme born in Mexico City, raised in East Los Angeles, and now based in Oakland for the past two decades. With more than 20 years of experience in public service, nonprofit leadership, and community organizing, she has dedicated her career to advancing equity, justice, and opportunity for the LGBTQ+ community and Ending Sexual Violence movement through an anti-oppression framework.

Dulce is the former Co-Chair of the National Center for LGBTQ Rights (NCLR) Board of Directors and is a Senior Grants Administrator for the City and County of San Francisco. Previously, she served as Policy Director for the Office of Sexual Harassment and Assault Response and Prevention (SHARP) at the San Francisco Human Rights Commission, where she championed survivor-centered policies grounded in the belief that survivors are the experts of their own lives and that ending violence requires dismantling all forms of oppression.

She holds bachelor’s degrees from the University of California, Irvine, and a master’s degree in Ethnic Studies from San Francisco State University. In addition to her policy and executive leadership, Dulce is an award-winning filmmaker. Her film With Conviction received the first Audience Choice Award at the Queer Women of Color Film Festival and was later screened at the International Lesbian and Feminist Film Festival in Paris, France. Dulce was named an inaugural honoree of the San Francisco Bay Times LGBTQ+ Bay Area Latiné Leaders, recognizing her leadership, courage and unwavering commitment to advancing justice, visibility, and equity for the LGBTQ+ and Latiné communities.
