Koran v. OPM

Status: Open

Outcome: Pending

Location: Washington, D.C. / Virginia

Jurisdiction + Case Number: EEOC

Amelie Koran is a federal employee who was denied coverage for transition-related care under the Federal Employees Health Benefits Program (FEHB). The federal Office of Personnel Management is the agency responsible for administering the FEHB, which provides health insurance coverage for millions of current and former federal employees across the country.

NCLR, along with co-counsel Gilbert Employment Law P.C., represents Ms. Koran in her EEOC action against OPM for sex discrimination based on this denial of care. Despite the medical consensus that treatment for gender dysphoria is medically necessary, until January 1, 2015, OPM required all health plans for federal employees to expressly exclude coverage for transition-related care. As a result of this discrimination, Ms. Koran incurred significant medical costs paying for medical care that should be covered under her plan.
